The Imperial Valley Housing Authority serves all of Imperial County except for the City of Calexico. To port into the Calexico jurisdiction, contact the Housing Authority of the City of Calexico.

Housing Choice Voucher (HCV) Portability

What is Portability?

Portability is the process that allows Housing Choice Voucher (HCV) participants to transfer their rental assistance to a different jurisdiction outside of the area where they were originally issued their voucher. This means you can use your voucher to move to another city, county, or even state, as long as there is a Housing Authority administering the HCV program in that area.

How Does Portability Work?

If you are a current HCV participant and would like to move to our jurisdiction:

Moving into Imperial Valley Housing Authority (port-in process):

Step 1:    Contact Your Current Housing Authority (HA) and inform your Housing Specialist that you wish to port your voucher. They will guide you through the steps and check if you are eligible to move. (keep the same)

Step 2:   Once the packet is received from your current agency, IVHA will review the paperwork to determine the voucher size your family qualifies for as per its policies and schedule you an appointment to issue you a voucher to utilize within its jurisdiction, along with a port in packet.

Note: IVHA occupancy standards is two persons per bedroom.

Step 3:   Submit a Request for Tenancy Approval (RFTA) once a unit is located. IVHA will initiate the inspection process. The unit must be approved by IVHA before moving in. IVHA will follow up to guide you through the processing of starting a contract that utilizes your Housing Choice Voucher to start the payment to the landlord.

Moving out of the Imperial Valley Housing Authority (port-out process):

Step 2:   Choose your destination. You can move anywhere in the United States where a Housing Authority administers the HCV program and is accepting port-ins. Please see the link below for contact information for every housing authority by state. (https://www.hud.gov/contactus/public-housing-contacts) Please ensure the agency you select has jurisdiction over the area you wish to move to.

Step 3:   Submit a request to port out to your occupancy specialist. (add link to form). Once your request is received, your occupancy specialist will review it and let you know if the request is approved and what the next steps are to prepare your portability packet. Once your portability packet is ready, IVHA will send the packet to your selected housing authority.

Step 4:  Coordinate with the receiving housing authority to begin the leasing process
